Written by Joe and Anthony Russo who have both written and worked on Avengers: Endgame (2019) and also Avengers: Infinity Wars (2018) films. This is the first full feature length film that Sam Hargrave has directed but his main speciality is as a stunt coordinator. I really enjoyed the action sequences in this and I thought they were really well done and executed.
